New Chief of Operations?

Is it true that John Marsilio has been offered a contract worth $120,000 annually, with moving expenses and 20 days vacation up front? According to Board policy vacation is accrued not granted. Also, has the district been paying for his monthly commute from Connecticut to Las Cruces?
