Expense Account

"The Superintendent has an expense account. In business, an expense account reimbursement requires detailed receipts and a justification of the expense. If it is a business lunch, the purpose and who attended should be documented. Diaz can't be bothered to pay attention to details like justification or detailed receipts. When she turns in a receipt for dinner for $300, with no itemization, how do you know what is food and what is booze? Who and what was so important that justified such an expense? And, why are we using tax money to pay for it at all?"

Is it true Jose Martinez (Diaz friend from Puerto Rico) or the company that he works for was contracted for $20,000 to conduct a 2 day training for LCPS administrators?

How many different administrators will shuffle through the revolving Principal or Assistant Principal door at Zia Middle School before the Superintendent makes a choice that lasts more than 30 days? So far administrators in 3 positions at Zia this school year have included Thacker, Nunez, Gomez, Chavira, Vigil, Viramontes, Armendariz, Zamora. How about stability, consistency, or leadership? Is there a plan to slow down the revolving door at Zia?

It is time for Las Crucens to start attending the school board meetings again. We need to start paying attention to what the school board and Dr. Diaz are doing. I think we have had enough of these outsiders coming in and running our schools. We had plenty of local candidates that would have done a better job than Dr. Diaz. The next board meeting is on Tuesday Nov 7th.

Is it true that Diaz has spent $1,000 or more for gourmet coffee, water, sugar, creamer, etc. for her office?

The Las Cruces Sun News should ask for the expenditures from the Superintendent's activity account fund. The LCPS vending contract provides for $8,000 per month to into this account. This activity account has never been scrutinized and if there are "shennanigans" they may show up here. One issue to consider in this account are whether the funds would be considered to be generated by students or by adults. If the funds are determined to be generated by students, then all funds must be expended on students. There is more latitude if the funds are determined to grow from the pockets of staff, but in all circumstances the expenditures must be as permitted by district policy, state procurement code, state and federal law.


As to the expense account, all undocumented reimbursements may need to be considered taxable income and this will require even more payment by the district to cover Social Security and Educational Retirement. LCPS policy and the state per diem rates do require itemized receipts and no alcohol purchases are permitted.
